If I think the idea is inherently flawed, than the most constructive thing would be to abandon it. I'm not locked in 100% that the idea is a bad idea, but I can't see any way to make it a good one. That is was why I was asking you for some specifics. Your right that there is a good chance that the specifics won't change my mind, but without them how can anyone be expected to support the idea?

Originally you mentioned the policy as being similar to the "up and out" in the military. But the military is less inherently political than congress. Congress is more about setting goals than achieving goals. The executive branch is in between. If any branch of government could have useful objective ratings I suppose it would be the executive. I still think politics could get in the way though. If the executive was under, rather than equal to the legislative branch then you could have congress assign the president goals, and give a report on how well he met them, but the president isn't congress' subordinate.

Thinking back to the military ratings, who rates the joint chiefs? If the chairman (and I have some doubt that he does) then who rates him? Maybe if there is a system that works good on this level some small part of it could apply in civilian government.

I suppose its possible that some non-political criteria could be used that might make result in a very minor benefit. Maybe there could be a big benefit and my imagination just hasn't stretched around the idea enough to see where and how it could be a big benefit, but then without seeing the idea I don't know how that could change.
