Ok, here's a first draft. It could be modified or expanded. Say, FOR EXAMPLE, that a Rep or Senator would have to get a minimum of 50 points to be admitted to their body: Constituent Services (10 points) -Questionnaires from constituents -correspondence answered Ethics (25 points) -ethics committee ratings -lobbiest contributions Job Performance(30 points) -Attendence at Committee Meetings -Floor Voting Percentage -Bills Sponsored -Legislation introduced Peer Ratings (Own Party) (15 points) Bipartisianship (20 points) This wouldn't make a perfect system, but it would weed out some of the worst offenders.
