That might be a better idea. The current environment in Congress might short circuit it. Look at the scumbag Jim McDermott who was charged with a Congressional ethics violation in a court of law, and lost the case, thus providing documentary evidence of his ethical violation. Democrats have blocked any ethical action against him.

Any action to reduce Congressional corruption would have to be in the form of a Constitutional Amendment. Whenever Congress makes any changes in rules that govern Congress the rules changes benefit currently sitting members.
