I don't think a Constitutional Amendment would be needed, just a rules change of both bodies.

True. Which is not to say that it must always be that way. If there were to be a groundswell of voter sentiment, there might be enough pressure to cause some real changes, a la the "Contract With America" in '94. I think dissatisfaction at the grassroots level is getting almost to the point where such a thing might happen, especially if a new Ross Perot or Steve Forbes were to make it a campaign issue in '08.
