There's a pretty deep philosophical problem with your ideas on corruption, gem. There are two (at least) theories about what an elected person is supposed to do once elected:

a. A person is elected because he is trusted to be smart enough to decide the important issues, using his own judgement.

or,

b. He is elected to vote the consensus of his constituents on their behalf.

If a congress critter believes his purpose is as stated in a., he can do no wrong by voting against the wishes of those who elected him.
