"How can you tell what influences someone's vote?

Sometimes you can, sometimes you can't. If we are trusting, we would say in most cases where the influences aren't apparent, "we will give the benefit of doubt assuming that the representative is voting his conscience, according to his best judgement." When the influences are apparent we have more to go on. Some are obviously a personal gain to the representative and a conflict to the interests of those he is representatiing, some are not.
