Correct, it is a variety of Canibis Sativa that is low in THC content.

This distinction did not exist while Washington was alive.

The entire reason for such distinction today is anti pot laws. Before the existence of these laws there was no such distinction.

The indica variety has no fiber use at all. Yet Washington was growing it.
