Like the McCain FindGold Incumbent Protection Act / Campaign Finance Law? Congress never acts to limit Congresses power. Only the power of referendum will limit their power.

Several of the self term limiting class of '94 had to be term limited out by their constituents against their will. At least there were some districts where the people were willing to put principle ahead of short sighted "self interest". Some of the bums remain.

The only groundswell that Congress will respect if the referendum. On a national level that means a Constitutional Amendment. Sometimes the courts respect the Constitution, but that is a separate issue.
