If the government pays for the health care cost of the illegal immigrants than its the government subsidizing the workers, not the government or other companies subsidizing the companies who hire the illegal immigrants. If the government requires others to subsidize the cost and doesn't reimburse the money, then it is effectively taking from the others (presumably emergency rooms) and giving to the illegal immigrants.

Of course hiring illegal immigrants is illegal, so the company is on the hook for violating the law.
