The effect is anti-competitive.

Employers who comply with the law are disadvantaged by
those who do not.

I don't agree that it's government subsidizing the workers only. It's government subsidizing the employer's operation
by assuming the costs the employer failed to cover or remit.

The practice is illegal but enforcement efforts have been
inadequate. That's where the focus should be, imo. It's a practical way of addressing the problem. They should start with the construction industry.......
