It depends on what you mean by "constantly changing". It is a chaotic system, and such systems are stable in that they vary around their strange attractor. So, while it may vary, it always returns to the same point. There are reasons to believe that our global climate is in the process of moving from one strange attractor to another, the growing extremes in summer and winter temps. are exactly what you would expect when that happens.

Most who advocate that we need to start doing something now don't advocate those kind of changes. For now, eliminating SUVs as a typical vehicle would be a big start. Use of carbon neutral fuels like biodiesel would be another. Refusing to do anything isn't.
