Depends on who is doing the defining.

For example, Hezbollah and Hamas are not terrorist organizations in my mind. They are defense forces to thwart the colonial aspirations of Zionism.

Of course, the corrupted American government forces their political agenda down everyone's throat and calls this democracy.
