Maybe. But the cost of the 20% mandate would be huge, at least if it is actually enforced.

Would nuclear count towards the 20%? I guess only breeder reactors would really be renewable, and they probably aren't exactly what the environmentalist are clamoring for. OTOH they don't emit CO2.
