That illustrates why those pushing medical marijuana should decouple the issue from the total legalization issue. If the two issues were successfully decoupled, medical marijuana would likely be legal nationwide as the support for it is strong. I think most people pushing for medical cannabis are under the impression that it would lead to full legalization.
