HotnSpicy, interesting. However, when one is dealing with permits and the government, it is often like rolling the dice. Of course it is not clear to me who is to blame on the permit issue and I suspect we will never know due to the crafty way the PR was written.
Just what has Gorman been doing all these months? He is their (supposed) UG mining guru and failed to think about getting a permit? And he gets paid to do this? Is PK supposed to hold these so-called "professionals" hands all day long?
IMHO to put this squarely on the shoulders of Al Gorman is just plain wrong. The site, no doubt has an environmental guy, and this is the guy that needs to sound the bell when permits are needed. Gorman is an underground guy not an environmental one! I know, I know he's the guy we know about whom is associated with the project, so let's blame him.

Look when dealing with the government one is also dealing with people. It is entirely possible that the case manager for Lamaque told CMM, and CMM has it in writing, that the existing permit covers both properties. It is possible that the permit is written that way too. It is possible that that case manager screwed up and his management caught the screw up or the file was reassigned to a new case manager. Therefore it is entirely possible that one day CMM thinks they have a permit and the next day a letter arrives telling CMM has to apply for a new one. What is the company going to do? Blowing up all over the government because they screwed up is a lose-lose proposition!
Don't be so quick to assign blame to CMM until we can tell it is CMM's fault. Yeah, you say, CMM should better manage the government? LOL! That's like saying CMM should be able to heard cats!
This clearly is a bummer. Now the question is can the lawyers or environmental guys negotiate, with the permit agency, interim operations under the guise of the Sigma permit? Time to use the connections to go visit one friendly Minister.
