Let me turn that on its head.

If terrorist attacks can be used to support a political agenda, then could not political agendas be used to spur terrorist attacks?

Hasn't Bush spurred terrorism through his ill-planned invasion of Iraq?

Hasn't Bush spurred the rise to power of a Fundamentalist Regime in Iran through his ill-planned invasion of Iraq and his threatening and demeaning public statements toward Iran?
Which in turn has increased Iran's support and funding of terrorism?

Hasn't Bush, through his threatening and demeanining comments toward N. Korea spurred N. Korea to accelerate its nuclear program, which makes it more capable of supporting and arming terrorist groups?

If Al Qaeda was really so politically astute, wouldn't it be a bit sharper in its dealings "close to home". Since most Al Qaeda are Sunnis, wouldn't it be more politically prudent to not continue strengthening Al Sadr and all the Shiite Militias? If Al Qaeda has a political agenda, then they're hometown candidates ain't doin' too well right now.
