The final item would be to allow the federal government to negotiate some type of discounts for the Medicare prescription drug plan. As you probably know, this is done for Veterans' programs.

The prohibition against negotiating prescription prices was un-American. Can you imagine the government saying that Wal-Mart can't negotiate prescription prices?

IMO, the donut hole of the prescription program borders on immoral. In effect, when you hit the donut hole, you're in need of some serious medication. If you can cover yourself through the donut hole, you've got money. If your poor you'll stop taking your meds and never spend enough to make it to the next tier. In other words, if you're poor, you're not worth saving; if you're wealthy enough to pay your own way through the donut hole you are worth saving.

My "pro" for fast track is that it can avoid a lot of political and unenforceable add-on provisions from a trade bill.

Not so bad. But it can also prevent a bad trade treaty from making it through. Under fast track the attitude seems to be that a bad trade treaty is better than no trade treaty.
