Institutional holdings & SI June to Sept

The effective dates of the following data are not the same so it makes the effects of the supply demand for shares difficult to understand. That is likely by design.

SI figures are as of a date near mid month and Institutional holdings are as of the reporting date which for most larger funds is done on a quarterly basis.

NURO price last day of June 30.46 and Sept 19.01.

Institutions increased holdings of NURO by 3.2M shares over the June/Sept period.

Short interest rose by 2.8M shares from mid-June to mid-Sept.

So despite aggressive institutional buying the stock dropped by about 1/3.

By the beginning of November NURO became a regular on the Reg SHO list and is a restricted stock. If memory serves me there has to be over 0.5% of outstanding fails to deliver to reach the list. So there is at least 62K shares failing to deliver daily (think it has gone on for the last 13 trading days).

The shorts clearly think this stock is trash or they would not be short 6.1M shares. Yet the institutions are buying it up. Who is right?
