Monetary severity? You can have all my money. Just don't rape my daughter.

I could care less if somebody fudges on his taxes. Many consider taxation to be unethical. There is a difference between somebody who gets a bargain on paper (which has no direct impact on you) and the bastard who breaks down your door and hurts your child while stealing your savings.

I'm not saying that tax evasion should not be prosecuted. I just don't think it should be criminal. A monetary infraction can be remedied with money. A physical harm can never be remedied.
