The only purpose of the ISG is to provide political cover for the Bush family and, by extension, parts of the Republican party. Beyond that it's all wishful thinking and dreaming.

They will likely advocate:

-redeployment at least out of the nastiest urban parts
-conference with Syria and Iran
-an even looser federation with bribes for all from the coffers of hard-working American taxpayers

and, I'll bet, at least in secret they'll push for a Saddam-like strongman who is just like Saddam only more of a puppet for the USA.

The Bush plan for Iraq is: Bush goes on vacation, Bush's family and cronies rake in more US taxpayer dollars and more oil profits and Bush whiles away the next two years dreaming about his presidential library and making even more of a mess for the next (and they actually hope it will be a Dem) Prez.

There is no magic solution for Iraq. There is nothing that will make the violence, hatred, greed, incompetence, corruption and all go away. The real question is, exactly how much can the USA realistically do that makes the situation better and not worse?

The reality is that we're now thinking about US, not about Iraq.
