Agree that it is on all. The President is one man---------Congress is part of the team. When Congress votes to give authority to the President or any part of the government/beauracracy they are giving approval and authority. For any Congressman or woman to say that they voted to give authority to the President and then to say they did not approve is falacious reasoning. No doubt many will try this in elections. The public is smarter than that imo. mj
