One anecdoctal story of a guy that can't cut plywood doesn't prove anything. I've worked on hundreds of jobsites. The union jobsites were the best, the safest and the finished product are superior. This is west coast. Sounds like you have trouble in the east. Out here if a guy couldn't cut plywood correctly he'd be ejected from the union. The brothers don't want someone on the job that can't do the work properly. Someone like that might lose his journeyman status, or at the very least he'd get his ass kicked. Any scab that showed up on the site would get the same treatment.
