Once the ethnic identity becomes a source of income for the government and wider society, it may tend to reduce the hostility of the wider society.

Additionally, many tourists will know the people exist - this makes it more difficult for them to be disapeared.

This is sort of the "Hawaiian Culture Interpetive Center Strategy"
