It reminds me of the Dilbert cartoon where the Pointy Haired Boss is at his desk and thinks "If I cut expenses enough we can make a profit without selling anything" or words to that effect. The next panel he is staring at his pen and wondering how they get ink in those things.

This all goes back to mindmeld's frustration at how ideology and wishful thinking has replaced analytical thinking for too many.
