I've been to White Mountains resort. The Indians that worked there are slow and run off half the business they could have. They act like they can't be fired. Customer service training was not evident in any way.

Some tribes have professional management (either tribal or hired) and genuinely try to share the good fortune. Others try to have coattail tribal members expunged from the rolls so they can get a bigger share.

There is a wisdom about nations that economies that derive a significant resource extraction are the least free. It is like welfare, free money does not make a man feel self worth, and in some it robs any incentive to excel.
