It is also very rare. This is an example of a bad apple, Abu Ghraib is a systemic problem.

Unfortunately it is not as rare as you may think, as there are many incidents we simply don't hear of, sometimes because the military handles them quietly, and more often because most go undetected and unreported...all of which is indicative of the tremendous stress our folks are under in Iraq.
