"I guess we can't impeach incompetence" This is a matter of debate. John Adams thought a President could be impeached for anything the Congress determined was a "high crime or misdemeanor". After all, Congress does MAKE the laws. There's a good discussion of it in the Federalist Papers. If having an incompetent out-of-control President that is stubbornly dragging the entire world into the shit isn't a "high crime or misdemeanor", what IS?
