I've read that there were many attempts to restrict the wanton killing of the buffalo, and all were rejected for strategic reasons. Today, we bomb enemy supply depots. In the Civil war, Sherman's "March to the Sea" cut off Confederate sources of supply. Similarly, the destruction of the massive buffalo herds was a matter of strategic interdiction.

I dunno if that's true or not, but it sorta makes sense in a Manifest Destiny sort of way.
