Doesn't TI, Siemens, Motorola and Ericsson own enough IPR to do GSM excluding GPRS, of course? They must account for a good chunk.

Nokia is very likely going to have essential IPR. You could have licenses from everybody else in the industry and you still couldnt create a GSM handset without Nokia's IP. I guess you could look into the expiration dates of the key GSM patents, but it doesnt really matter....GPRS (and usually EDGE) is an absolute requirement for WCDMA handsets and that IP is likely to much younger.
