You're making it too hard. Make it a separate area of the site, which shows the ratings, lets people see who some of the yeas and nays are, link to it from the stock's message Boards as well as allowing people to go there directly, and above all let people give a rating without forcing them to post. I will have an opinion on a stock every day, but I'm not going to have something new to say every day.

Take a look at what TMF is doing with their CAPS beta. They've got some good ideas in there.
