I had been too hung-up on "the first 65 nm transistors will be the final 90 nm transistors" to mean, they would not be shrunk in size at the start. I guess that does not have to mean that.

It should be the other way around, meaning that the final 90nm transistors will be 65nm transistors. Or better, the final 90nm chips will have 65 nm transistors.
