You mean anti-fuse. On chip fusible links are sooo 1970s.

Sure, it is possible. Either way, that is just about the final step after assembly and test. Which gives considerable leeway on what it becomes. Late enough so that it probably isn't done until AMD has a buyer or a distributor with an order. I doubt if they will sit on too many at any given point in time.
