With a great, always exciting neighbor (plus the ericsson-swedes) Finland knows a lot about socalled corruption this and corruption that, especially that the first step forward is to build a decent local level of taxsation and thus long term salary for those involved.

That is why Nokia is so eager to build manufacturing plants, distribution systems, logistics, etc everywhere were the market is suitably large enough.

Local employment and thus local taxes do magic, together..
(compare Texas, USA and both China and India, where the plants are positioned)

PS Luckily times have just changed, almost drastically, even in many regions in africa (hmm..where were those africa-phones introduced??)

PPPS handsets are better for the locally taxed economies than networks..
However, I guess there will be some surplus QCDMA networks alive (but not so well) for some time, maybe even in Nigeria??
