You are correct in that NOK doesn't care about the royalties all that much, and that they would still be fighting at 3%. What NOK wants is to derail QUALCOMM from becoming the King of the Hill in the wireless space. This had been NOK's space for many years, and with Q rapidly gaining on them for this real estate, there is a real sense of fear. The only way they can stop Q is to get dirty, and get everybody / anybody else they can to join the "good" fight. They just do not know what else to do. Trust me, this is really the motivation. All this talk about royalty rates has no meaning except how it is perceived and plays out in litigation processes.
