No. We know way more. We know the bank confirmed the cheque was a fraud. Heck, even Petar reported the cheque was a fraud. Ergo, someone committed fraud.

Who has the most to gain by this fraud? Normally (obviously), it's the one who receives the money or what was offered in return for the money. Since we can't locate the machinery, pin down who took it, or even that it ever existed, it seems most likely the person receiving the money had the most to gain. Ergo making the recipient the prime suspect, who apparently fled town, is simply logical.
