If it passed in the Senate unanimously, it's bi-partisan; hardly "Dem". I don't even know why you ask the question since it's spelled out in the legislation that made it into law. Even at that, it's been OBE as Saddam is no longer in power. Why do you "wonder" what the plan was in 1998? Are you incapable of finding it in Thomas and are soliciting help? jttmab
