The stupidity in that statement is mind-boggling.

In order for his statement to come true, first off, Gore would have had to attack and remove Saddam Hussein from power because Saddam was secular and was not enforcing the "burkha" law anyway.

Then Gore would have had to hold elections where the religious factions would win a large number of seats and then go on to draft a Constitution based on Sharia law that would limit women's freedoms and make "burkha" and other restrictions mandatory.

Gee! That sounds familiar, huh? I vaguely recall somebody doing both of those, but I am pretty sure it was not Gore! :-)
