Warner has already declared he's not running. You don't do that if you want to run for president. You want to start as early as possible and build connections, money and momentum over a 2-3 years period. Only someone like Gore could come in at the last minute because we already know him so well. Kerry could also come in later. He has 14 million in the bank. As could Hillary. She has the same amount. People who are not well-known have to start early and press a lot of flesh.
