They would do what any scientist seeking grants would do. They would present their research and what areas they want to investigate. Then a panel, which isn't populated by the editors of The National Enquirer by the way, evaluates their proposal, their reputation and the utility of their research. Then if it passes those criteria, it goes on the pile. The pile is then sorted and money awarded. You don't get a grant based on how sensational the research is. That doesn't happen. Only a moron would think so. But...

They are websites on writing grants. The university has classes on writing them. They never tell you "pick a topic that you think would look good on the cover of The National Enquirer. They do tell you to emphasis the practical aspects of what you are doing. They also tell you to work about the social and ethical aspects of your research.
