IE3 comes with OEM Windows95 (OSR2.1), and MSFT also put it into retail upgrade boxes soon after IE3 shipped in August 1996.

And Charles....we've been through the "Netscape charges money" debate before. Legal or not, the vast majority of Netscape users did not pay for their copies (as well, I hear that many corporations are paying Navigator/Communicator licensing fees of even $1 per seat (yes, that's One Dollar)).
