I think, thank-you, that it qualifies as a saying. I could be wrong, VBG. Now if only you had something to say about the fact that the gist of the violence in Iraq is in the hands of folks very different from President Bush (not to mention Americans in general).

You still aren't facing the whole coin of reality, and denying that "if you broke it, you own it" qualifies as a saying, just underscores the fact of your denial of reality, and your not well thought out positions and ad hominem ridden posts, IMHO.
