Good question. When it was first announced, I thought it was because Poppy's boys were coming in th salvage what they could. But there is little sign that Smirkco is headed for the locker room. So even if he wants to partition Iraq, he probably wouldn't be allowed to. So he might turn out to be another Colin Powell, competent, but not allowed to do his job.
