I believe that DELL is addressing the database issue in part if not in whole by its alliance with Oracle. Oracle has an NT based database.

With respect to the low cost PC, it is known that DELL has a Net PC in the works like CPQ. Also, there is no technical difficulty in producing a low cost PC, nor is there a problem in manufacturing it.
In fact, it has been pointed out elsewhere that CPQ outsources its low cost PC. The problem with the low cost PC is in delivering support to naive users. This has to be costly. CPQ has addressed this in part by limiting the configurability of its own low cost PC.

Just my opinion....
