There are local markets that depend on foreign tourism. On a national scale foreign tourist spending is not important compared to spending by US citizens. Nor is foreign tourist spending more important that US travel spending (which I presume but do not know included even Hawaii). The remoteness of Hawaii may mak me incorrect on that point.
