Knocking 20 points off the online poll might not be enough, perhaps not even close. OTOH it might be too much there is no real way to know with a poll like this.

As for the Zogby poll -

"By a margin of 52% to 43%, Americans want Congress to consider impeaching President Bush if he wiretapped American citizens without a judge's approval"

Its worded in such a way as to get a higher response. It only asks if congress should "consider impeaching Bush", not if it should impeach, and certainly not "impeach, convict, and remove from office". Also "wiretapped American citizens, rather than "wiretapped conversations between people in the US and suspected overseas terrorists". And the "without a judges approval" can imply to some that a judge should have to approve such wiretapping, which isn't firmly established.

OTOH if you reword it to give a more favorable number for Bush you might be biasing things the other way. How you ask can be very tricky. If the poll is big enough you can ask different groups similar but differently worded questions.
