And I believe that the people who took the zogby poll understood clearly the word "consider" and that is reflected in the poll. If they said "should" it would have surely lowered that number.

Exactly my point. A lot more people would be willing to have congress consider impeachment in the proposed hypothetical situation than would actually support impeachment, but then when it comes out as a headline of "By a margin of 52% to 43%, Americans want Congress to consider impeaching President Bush if he wiretapped American citizens without a judge's approval" is makes it sounds like people support impeachment when they don't.

Whatever strategy the Dems take your not going to get a majority supporting impeachment and conviction.
