Without even offering a single discrete graphics card Intel still owns 40% of the entire graphics market compared to AMD/ATI's 23%. There are already plenty of Intel partners selling products with Intel graphics onboard. Many of the same companies producing motherboards with Intel graphics also make video cards. Plenty of partnership opportunities there.

Mid to high range cards are all about the right core(performance) and differentiation. Differentiation will probably require partners. Who want to make money, not let Intel suck them dry.

Intel selling GPUs to partners at or below cost wouldn't suck them dry. It would lower their production costs, while simultaneously stealing units away from and lower ASPs of NVIDIA and ATI GPUs.
