Actually the bottleneck is not Moore's Law at all but the ever increasing demand for speed of switches and routers which are necessary to route packets within the network. No matter how many WDM channels you use to increase the fiber capacity eventually all those packets must flow through a router or a switch.

At the router compression does play a critical role since it direclty impacts how many packets must be switched. You could argue that Moore's Law applies to switches and routers too but that is a minor point.

Moore's law applies at the user node where the data rate is the lowest. Consequently, there is little interplay between CPU/RAM technology and bandwidth in the network. One cannot be traded for the other except in unusual cases.
