Following your premise, why not draw back to Iraq's north, (the future kurdistan the way things are going) and get out of the sectarian fight? Let Shiite and Sunni have at it over their 1000 year old differences unrelated to the issues with the U.S.? Wouldn't we be beter able then to fight this generation long struggle you describe on battlefields better suited to what WE are trying to achieve? It seems the Shia and Sunni in Iraq have their own issues to resolve. And our brave men and women are stuck in the middle....And if we rethink Iraq, the struggle in Afghanistan could be fought better, as it could everywhere else.

We can change our minds about where and when to fight. And how. Another year in Iraq as it now stands will not further success in the War on Terror. The Iraqis don't have the political will to save themselves from the Sectarian hatred imbued in their culture.

That seems to be the single most cogent concensus from every study done.
