A bandido who is worth his salt won't use a mobile for his bad dealings. In the switch there is a platform, called: lawfull call interception which the government uses to track the nasty guys (and since they are already at it, the not nasty guys but their political enemies.) You make HK look like Sodoma and Gomorra! It may be more inncocent than that: Mobile operator inflate its numbers because they do not tell the market and the pulic in general the pre-paid that are disconnected.
